Users must ensure their use of this technology/standard is consistent with VA policies and standards, including, but not limited to,

The VA Decision Matrix displays the current and future VAIT
position regarding different releases of a TRM entry. These decisions are
based upon the best information available as of the most current date. The consumer of this information has the
responsibility to consult the organizations responsible for the desktop, testing, and/or production environments
to ensure that the target version of the technology will be supported.

Per the Initial Product Review, users must abide by the following constraints:
- Yarn will require a 3rd party FIPS 140-2 certified solution for any data containing Protected Health Information (PHI) / Personally Identifiable Information (PII) or VA sensitive information.
- Users should check with their supervisor, Information System Security Officer (ISSO) or local OIT representative for permission to download and use this software. Downloaded software must always be scanned for viruses prior to installation to prevent adware or malware. Freeware may only be downloaded directly from the primary site that the creator of the software has advertised for public download and user or development community engagement. Users should note, any attempt by the installation process to install any additional, unrelated software is not authorized and the user should take the proper steps to decline those installations.
- The use of AI is increasing, and guidance is still developing. Users must check the most recent VA guidance before using AI technologies and solutions. Consideration should be given to the source of any initial data for the AI tool, if any VA data will be collected and ingested into the data set, where that data will be stored, and what rights the VA has to that data. No web-based, publicly available generative AI service has been authorized for use with VA-sensitive data. Examples of these include OpenAI’s ChatGPT and GPT4, Google’s Bard, Anthropic’s Claude, and Microsoft’s new Bing. VA follows existing federal requirements and processes to ensure VA data is protected. When users enter information into an unapproved web-based tool, VA loses control of the data.
- Patches to software typically contain security updates. It is recommended to always use the most updated version of any software when possible. It shall also be authorized to be on the VA network. If the most updated version is not possible due to compatibility issues with hardware and other software, then an authorized plan of action and milestone(s) (POA&M) must be in place.
- Connecting applications and cloud services to one another increases the risks and attack vectors through means such as supply chain attacks. Prior to connection all applicable paperwork and security controls need to be addressed and authorized. These documents include but are not limited to Service Level Agreements (SLAs), Authorization to Connect (ATC), and Authorization to Operate (ATO) for all applicable connecting services.
- The reason for being previously unapproved by the TRM was due to the lack of a developed implantation standard. Any associated POA&Ms should be reviewed. The justification for the unapproved status should be verified for validity to the updated request.
- The VA is a department of the US Government. Tactics, Tools, and Procedures being developed by the VA are sensitive by nature and shall be protected as such. Using international tools could pose a greater risk and give adversaries an advantage over the US if leaked. The solution shall go through the appropriate approval process for international solutions and comply with applicable VA policies and procedures along with Federal Information Security Management Act (FISMA), National Institute of Standards and Technology (NIST), and other pertinent US regulations. The VA shall ensure that asset protection is firmly in place, compliance is continuously monitored, and business continuity and client information security are maintained.
